Task Force Workbook Narrative: Also, the CVSP staff
and consultants have prepared a narrative, as a companion to the Task
Force Workbook. The narrative explains the philosophical approach to
developing the Composite Framework for the CVSP, and the concepts and
strategies considered in formulating its various elements. For maximum
understanding of the concepts and strategies, it is recommended that
